In the late 70’s, three teenagers were murdered in a wealthy neighborhood of São Paulo’s capital, supposedly in a gunfire by the “Patrols Tobias Aguiar”, aka ROTA a dreaded elite police unit. When investigating the case further, the young reporter Caco Barcellos discovers a ROTA group of murderers who acts with the given consent from the army. The more Caco investigates, the more he discovers innocent victims in the outskirts of town where, away from the spotlights, excessive violence is acted against young dark skin and poor people.
